EP vs S Pass: Which Gives You the Stronger PR Application?
You hold an S Pass and plan to apply for PR. Here is what separates an EP from an S Pass for you, what MOM changes on 1 January 2027, and how to decide whether to move first or apply now.
Last updated: 30 October 2026
You have been on an S Pass for a year or more, and you want PR. Someone tells you to get an Employment Pass (EP) first. Is that true, and is it worth the effort?
Short answer: you can apply for PR on an S Pass, and nothing we found says the pass label is a criterion on its own. What an EP does require is a higher salary floor. Whether moving to one helps your own profile is a judgement call, and it depends on your age, your pay and your role. MOM also raises the salary floors for both passes on 1 January 2027, so the numbers below are worth checking before you decide.
This page is for S Pass holders. If you are already on an EP, see the EP to PR pathway.
Can You Apply for PR on an S Pass?
Yes. ICA lists EP and S Pass holders as eligible PR categories, and you apply through ICA's e-Service with Singpass.
The full answer, including timing and salary, is in can S Pass holders apply for PR.
EP vs S Pass: What Differs for You as the Holder
Most EP vs S Pass pages are written for employers. If you hold the pass, three things matter.
1. The salary floor. An EP needs a much higher fixed monthly salary than an S Pass, and the floor rises with age for both. Figures are in the next sections.
2. COMPASS. EP applications are scored on COMPASS, which has a salary stage and a points stage. The pass mark is 40 points. A fixed monthly salary of S$22,500 or more is exempt from the points stage, although the salary stage still applies. Our COMPASS explainer covers the criteria, so we do not repeat them.
3. Who carries the quota. S Pass is tied to your employer's quota and a monthly levy. For services firms the quota is 10% of the workforce, and for manufacturing, construction, marine shipyard and process it is 15%. The levy is S$650 a month. That is your employer's cost, not yours.

Does an EP Make a PR Application Stronger?
Nobody outside ICA can say for sure, and we found no ICA comparison of EP and S Pass applications.
ICA says it takes into account factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. The type of work pass is not on that list.
An EP does come with a higher minimum salary, and ICA lists economic contributions and qualifications among its factors. Whether a higher salary or a different pass changes the outcome, ICA does not say. That is our reading, not an ICA statement: a move to an EP may help your profile, and it may change nothing if your background stays the same.
We found no approval rate by pass type on ICA's PR application page, so we give no percentage. Read salary and PR for how income fits into the wider picture.
What Changes on 1 January 2027
MOM sets minimum fixed monthly salaries for both passes, and they rise at the start of next year. These are the floors for new applications from 1 January 2027. Renewals of passes expiring from 1 January 2028 follow the same new floors.
Salary floors
| Pass | Now (age 23 and below) | From 1 January 2027 (age 23 and below) | From 1 January 2027 (age 45 and above) |
|---|---|---|---|
| EP, general | S$5,600 | S$6,000 | S$11,500 |
| EP, financial services | S$6,200 | S$6,600 | S$12,700 |
| S Pass, general | S$3,300 | S$3,600 | S$5,100 |
| S Pass, financial services | S$3,800 | S$4,000 | S$5,650 |
Two details are easy to miss. The floors rise with age, so the figure for a 40-year-old is well above the headline number. And the S Pass floor for financial services at age 45 and above stays at S$5,650, so it does not change in 2027.
These are MOM's minimums. They are the lowest salary that qualifies, not the salary that makes a strong case. Check MOM's eligibility pages for your exact age before you rely on any figure here.
S Pass to EP: Which Move Fits You?
Start with your age and your current fixed monthly salary. Here is the gap between the two floors at two ages, using MOM's age-graded figures from 1 January 2027. Rows without a label are general sector.
The gap
| Age | S Pass floor | EP floor |
|---|---|---|
| 30 | S$4,077 | S$7,750 |
| 40 | S$4,759 | S$10,250 |
| 30, financial services | S$4,525 | S$8,541 |
| 40, financial services | S$5,275 | S$11,314 |
At 30, the EP floor is about S$3,700 a month above the S Pass floor. At 40, it is about S$5,500 above. In financial services the gap is about S$4,000 at 30 and S$6,000 at 40. An S Pass holder paid close to the S Pass floor cannot move to an EP on the same pay. The salary has to rise past the EP floor for your age, and the role has to score at least 40 points on COMPASS, unless your fixed salary is S$22,500 or more.
Use this as a quick test. It is our own rule of thumb, not an ICA or MOM rule:
- Your pay is already near or above the EP floor for your age, and your profile can reach 40 points on COMPASS. A move is realistic. Ask your employer whether they would apply for an EP for your role.
- Your pay is well below the EP floor. An EP is not a short step. You would need a significant raise, a different employer or a different role. That is a career decision first and a PR decision second.
- You are in financial services. The floors are higher on both passes, so use the financial services rows in the table above.

What Moving to an EP Costs in Time
An EP application is filed by your employer or their appointed employment agent, not by you. MOM says online applications are processed or updated within 10 business days, and within 6 weeks for most cases for overseas companies without a Singapore-registered company.
In our view, that is only the filing step. The work before it can take longer: agreeing the new role and salary, and your employer deciding to apply at all.
ICA's PR application page does not say what happens to a pending application if your work pass changes. If you are in that position, ask ICA directly before you change anything.
ICA says PR applications are processed within 6 months if the documents are in order, and some take longer. ICA may also ask for more documents after you submit.
Apply Now or Wait for an EP?
This is our opinion, not a rule. Waiting can make sense if an EP is realistic in the next few months: a promotion is on the table, your employer has agreed to apply, and your pay clears the floor for your age. Your PR application would then describe the profile you are about to have.
Applying now can make sense if the move is uncertain or far away. An S Pass is an eligible category on ICA's page, and length of residency is one of ICA's listed factors. Waiting for something that may not happen has a cost too.
Two points on timing:
- Do not time your application around the 1 January 2027 date. The floors are MOM work pass rules. ICA's PR application page does not mention them.
- Check your pass renewal. In our view this matters more than the PR date. If your S Pass expires on or after 1 January 2028, the new floor applies to your pay at renewal. Check that your salary clears it.
Neither choice is wrong, but waiting for an EP with no plan or date is the one to avoid. The PR application guide covers what to prepare while you decide.

Frequently Asked Questions
What is the difference between an EP and an S Pass? An EP has a higher minimum fixed monthly salary and is assessed under COMPASS. An S Pass has a lower floor and is tied to your employer's quota and a S$650 monthly levy.
Should I get an EP before I apply for PR? Only if the move is realistic soon. The pass type is not among the factors ICA lists. Economic contributions and qualifications are, and an EP does carry a higher salary floor.
Can I go from an S Pass to an EP? Your employer or their agent applies for the EP, and it has to meet the EP salary floor for your age and pass COMPASS. We could not confirm MOM's process for moving from one to the other, so ask your employer or MOM.
Do the 2027 changes affect my PR application? The new floors apply to work pass applications and renewals, not to PR. They may affect whether your pass can be renewed at your current pay.
